TSSA 115th ANNUAL DELEGATE CONFERENCE - 2012 CARDIFF

The 2012 Annual Conference will be held at the Mercure Holland House Hotel, 24-26 Newport Road, Cardiff CF24 0DD from Sunday 13th to Wednesday 16th May. All delegates, Executive Committee, SOC etc will be accommodated at this hotel on a 24hr delegate package. Members partners/spouses can be accommodated (see Circular No.268 dated 12th July 2011). Other visitors to the conference will not be included for catering purposes.

Please note that delegate forms, conference election nomination forms, motion, and amendment to motion forms are now all contained within the enclosed booklet. Please tear out the pages you wish to submit – do not send back the booklet.

Since the 2008 recession, the finances of TSSA, like those of other unions, have been stretched tight. The forecast for our actual operating deficit this year is now close to £2 million as opposed to the budgeted figure of £1 million. In 2012 we anticipate a further increase in our deficit. Membership income will be below budget for this year and we expect that in 2012 it will decline further along with our overall income.


In the last decade, TSSA membership has decreased by over 25%. This year alone, we will lose around 2000 members. Unfortunately, more job losses are on the radar - TfL/LUL Project Horizon, the proposals within the McNulty Report, the Thomas Cook/Coop Travel merger, etc. Declines in membership of this magnitude allied with falling income and an increasing operating deficit means that in the medium-term we can no longer remain as we are. Something drastic needs to change otherwise we will not be financially viable.

This is why the Executive Committee has decided that we need to use our 2012 Annual Delegate Conference to have a full and frank discussion about the future of the Association and to take the opportunity to then make some possibly difficult yet absolutely necessary decisions. Hopefully, Branches will be mindful of this when considering what motions, if any, they wish to submit

The Executive Committee are not, therefore, submitting any reserve motions to the 2012 conference, to allow for space on the agenda for debate on the future of the Association following the carrying of Item E12 TSSA Strategic Plan at 2011 Annual Conference and in light of other communications with trade unions that have taken place since then.

It has been established by previous Conference decisions that there should be restrictions on motions relating to pay and conditions of service. Motions that seek to change policy on claims that are under discussion with Management or are in the process of submission to an arbitration body are not allowed unless the claim has not been finalised two years after 31 October of the year in which the Conference adopted the policy. Items that were the result of Conference decisions in 2010 are, therefore, no longer barred.

CHILD-CARE

Subject to sufficient demand, the Executive Committee will give consideration to the provision of child-care facilities where possible and practicable during Conference sessions for the pre-school age children of members who would otherwise be unable to represent their Branches/SOG’s as delegates. It has to be emphasised that the final decision of the Executive Committee will be dependent upon the demand shown and it is important that I should be advised no later than FRIDAY 12th JANUARY 2012 as to whether a delegate from your Branch/SOG would wish to make use of childcare facilities, if facilities can be made available.

NEW DELEGATES

In accordance with Resolution 8 of the 1989 Annual Conference, the Executive Committee will arrange a Seminar for delegates on the Saturday evening prior to the commencement of Conference to inform delegates on the working and proceedings of Annual Conference and the Standing Orders Committee. Full details of the arrangements for the Seminar will be advised to delegates in their Conference pack.

If there is any particular assistance we can give please let the conference organiser know as soon as possible and we will try to accommodate such requests.
