ATW: HQ Clerical and Management grades 2014 Pay Referendum

Circular, detailing the final pay offer for recommendation to TSSA members and opportunity for you to vote in an online referendum.

Final Pay offer

Since our last pay talks update back in mid-July your reps have been seeking to pin down the agreement based on our counter offer (click here to see the last circular). ATW had initially wanted to back track on the special events day payments and simply offer an RPI increase in this year and then going forward but we successfully managed to put the original offer for special events back on the table. The only variation to the offer has been a commitment around working to agreed Performance and development review processes which you will see in the below offer and we have worked with ATW to get a form of words that we hope members will feel comfortable with. The Final offer for members to consider is as follows:

“Year 1

  • a pay offer of 3.2% effective from the pay anniversary of 1st July 2014, comprising a basic award of 2.75% plus 0.25% for a second year agreement plus 0.2% brought forward from Year 2
  • an increase in special event payments with the specialist roles increased from £200 to £210 and the non-specialist role from £150 to £160 with each future year’s payment increasing by RPI, based on the May figure for a July anniversary
  • all employees covered by the award to ensure full engagement and delivery of their responsibilities within the company’s various performance/development review processes, either as a reviewer, a reviewee or both. These processes will not be used to deal with disciplinary matters as there is a separate process for this. This agreement is not designed to introduce performance related pay. There is a joint commitment from ATW and TSSA to support and ensure the positive implementation of agreed performance/development review processes. Both parties will work at the Company council level to achieve this for the relevant grades.

Year 2

A pay offer of RPI (based on May 2015 figure), or 2.8% whichever is the greater, effective from the pay anniversary of 1 July 2015.”

TSSA recommendation

Your TSSA negotiating team feel that we are now in a position to recommend this offer to members and whilst it hasn’t achieved all of our initial aspirations it is the best offer that we feel can be achieved in the circumstance. We feel the strengths of the offer are as follows:

  • An above inflation offer for year 1 (3.2% compared with May’s RPI figure of 2.5%)
  • A minimum of RPI in the second year or 2.8% whichever is greater (previous versions of the offer had taken off a % from RPI which had been moved forward to the first year)
  • Increase in special events day payments
  • The addition of caveats that protect members in relation to the proposed performance section that the company added to the offer

We will now run an online referendum ballot for TSSA members which will run for 3 weeks and close at noon on 29 September 2014.Please ensure that you complete this and let us know what you think of the deal.

Only those members who have had a fully processed membership application by close of play on 19 September 2014 and remain in membership will be eligible to vote, anyone not fitting this criteria will be removed from the vote which is why it will be necessary for us to confirm membership through name and post code. This information will be kept confidential and only the general anonymised results shared with Reps and ATW.
