Govia Thameslink Railway Proposed Station Reorganisation

The TSSA has had further meetings with GTR, both for Great Northern and Thameslink and Southern areas.


The company acknowledge that there had a big response from the public in the consultation on amending Schedule 17 (ticket office opening times) at stations and that they had received objections from both London Travel Watch and Passenger Focus. As a result of those objections they had changed their original proposal to close completely the ticket offices in some locations, to now having the ticket office open for three hours and then for ticket sales to be done out on the concourse. This proposal still did not meet the criteria the TSSA wish to see and we questioned if this matched amending schedule 17. GTR stated that they will no longer need to amend schedule 17 that they believe that it is not about the ticket office being open but that being able to sell a full range of tickets between the advertised hours at each station. The TSSA asked how they could do this if the ticket office is closed, GTR responded that they would have the exiting ticket office sales machine out on the concourse at a customer service desk. The TSSA believes that this proposal beggars belief as there was no mention of accountancy procedures and security of monies.

They also stated that they were sticking to their original grading proposal for existing ticket office staff with exception of the Thameslink route where the proposed transfer ticket office staff to the gate line Terms & Conditions with an improved salary, again the TSSA rejected that proposal out of hand.

The employer stated that they wished to have a soft implementation picking eight locations to introduce this proposal again the TSSA objected to this.

The current situation is that the TSSA intends to seek clarification with the interpretations on how a Train Operator implements Schedule 17 with the Department for Transport.

The employer intends to withdraw the current document and consult a new proposal in the near future, the content of which we do not know but will of course communicate to you when we have seen the proposals.
