Have your say on ECRO pay

Your reps say “vote yes to accept”!

You should receive a referendum form, giving you an opportunity to accept or reject Network Rail’s offer of 5.75% backdated to 1 January and a further 1% on agreement of a new grading structure before ECROs begin moving to ROCs. Your reps recommend that you accept this offer, which we believe is the best deal available through negotiation. Please return your completed form using the freepost address provided to reach head office not later than first post on Tuesday 1 July 2014. If you have any questions or comments, please contact your TSSA rep.

Please encourage anyone who hasn’t received a form by 19 June to contact the Helpdesk immediately to verify their address details and request a form. Colleagues can join TSSA online at www.tssa.org.uk/join and request a referendum paper from the Helpdesk.

What’s going on?

Reps from all three nationally recognised unions met on 3 June to discuss Network Rail’s offer of 5.75% backdated to 1 January and a further 1% on agreement of a new grading structure before ECROs begin moving to ROCs. After clarifying points raised on behalf of members at each control room, your reps decided to conduct a referendum of all TSSA ECRO members with a recommendation to accept the offer. To maintain a united position across all unions, we agreed to await the RMT’s internal procedures, which require their executive committee, rather than industrial reps, to decide whether to recommend acceptance. In doing so, we had hoped that all union’s referendum ballots would begin and end simultaneously.

What’s the catch?

In exchange for a salary increase of 5.75%, ECROs will be expected to mentor and coach other ECROs as necessary, to assist with the evaluation of the new SCADA system, and engage with training on the system. Your reps will be meeting the company on a monthly basis to work towards a new, fit for purpose pay and grading system that reflects the future roles and responsibilities of ECROs. Any outstanding claims relating to previous pension and grading issues will be removed.

Union representation

In addition to local reps from each union, we still have 5 reserved Area Council vacancies (joint TSSA/AMICUS). If your constituency doesn’t have an area council rep, TSSA members can nominate a colleague to represent them at area level and participate in joint talks about the future of the ROCs.
