TSSA criticises Rail Regulator over threats to fine Network Rail

Manuel Cortes, leader of the TSSA rail union, said ORR would "be robbing Peter to pay Paul" if it imposed multi million pound fines on NR for failing to meet train punctuality targets.

"All the regulator would be doing would be depriving NR of the money it needs to modernise our railways to cope with the record number of passengers now using the network.

"The irony of all this is that it was the ORR which cut NR funding by 20% in the current five year spending period and it is now complaining that NR is failing to deliver its biggest projects on time.

"Imposing big fines on NR will mean more money going to the Treasury rather than passengers who badly need a more efficient and reliable railway."
