Network Rail Bands 1-4 On Call Working - Ballot for Industrial Action

Commencing today, TSSA Members in Bands 1-4 who undertake On Call duties are being balloted for Industrial Action in order to seek a meaningful and fit for purpose On Call Agreement.

After many months of negotiations TSSA Members rejected the latest company offer by over a two thirds majority.

Whilst we continue to engage with the company to attempt to resolve this dispute, we believe the only means now at our disposal is a withdrawal of On Call Duties via a ballot for Industrial Action. The ballot opens today Tuesday 2nd August and will close at 1200 hours on Monday 15th August.


False Economy

NR insists they have exhausted their budget to pay members a fair & meaningful remuneration for the commitment they give to maintaining the railway 24/7.

The On Call duty that our members carry out contributes significantly to the safe and effective running of the railway. Whilst many of us are asleep, they are taking calls and visiting sites in the middle of the night dealing with issues and incidents to ensure the railway can be open for our morning commute.

Without the commitment they give, there would be more delays, more disruption to services and ultimately massive costs to the company and the taxpayer.

The company fail to recognise the significant impact this has on our members, their families and home life in addition to an already intense and heavy workload. The On Call requirement has increased significantly in recent years, resulting in fatigue and a lack of work life balance. Our members who undertake these duties for weeks at a time deserve to be valued and recognised for the essential role they play in keeping the network running.

They feel that On Call has been taken for granted for too long and the impact on life outside of the normal working week is not fairly reflected in the payments offered for an increasing level of commitment.


Important Information - Advice for members in scope of this dispute

Please ensure you return your Ballot paper to be received by Electoral Reform Services no later than 1200hrs on Monday 15th August (you should post this no later than Friday 12th August to ensure receipt on time). 

Your National Management Council Reps recommend that you vote “Yes” to Action Short of a Strike in order for us to be able to seek a meaningful and fit for purpose On Call Agreement.

Once the ballot is closed we will advise the result and next steps, which is likely to be an instruction to withdraw from ALL On Call Working for a continuous period no sooner than 7 days after the ballot closing date.

Who is in scope of this dispute (who will be balloted)?

· Bands 1-4 Role Clarity Grades who undertake On Call Duties.

Who is NOT in Scope of this dispute?

· Members in Group Business Services (GBS) or Infrastructure Projects (IP)

· Members in B1-4 whom receive Operational Allowances, for example Local Operations Managers, Control Staff or Route Control Managers

· Ex IMC staff who have other contractual arrangements for On Call Working

· Ghost Banded roles

What if a TSSA member in scope does not receive a ballot paper?

Ballot papers will be despatched on Tuesday 2nd August.If a member whois within scope of the dispute does not receive a ballot paper by Monday 8th August they will need to contact TSSA Helpdesk 0800 328 2673 where a duplicate paper will be arranged.

Can colleagues join TSSA and take part in this ballot for industrial action?

Any NR employee, within scope of the dispute as set out above who joins the TSSA before or during the ballot period will be eligible to vote if they join online and contact the TSSA helpdesk 0800 328 2673 no later than Tuesday 9th August to request a ballot paper.
